Claude Castonguay
C.C., O.Q., Former Health Minister and Founder of the Quebec Health Insurance Plan
An actuary by trade, Mr. Castonguay has broad experience in both the public and private sectors. He chaired the Royal Commission of Inquiry into Health Care and Social Welfare from 1966 to 1970 and was minister of health from 1970 to 1973, later heading the Laurentian Group for many years. He is known as “the father of health insurance” in Quebec.
